Kim Vozar Transcript of Statements & Accusations Delivered at the 4/18/23 Bicycle Advisory Council Meeting Background Regarding A0endance at the 4/18/23 BAC Mee;ng RBA co-founders shared a document with the Bicycle Advisory Council (BAC) which included informa;on related to Cri;cal Mass Aus;n #22 - 3/31//23 incidents in prepara;on for submiDng a recommenda;on proposal. The document included tes;monies and public statements that refer to, or were made by, Social Cycling Aus;n representa;ves involved with 5:30 CMATx at the 3/31/23 event were included. A mix up in scheduling related to the BAC 4/18/23 mee;ng resulted in Nona being called to speak despite receiving an email from the BAC Admin sta;ng there was no agenda availability un;l 5/16/23. Social Cycling Aus;n’s Reac;on Social Cycling Aus;n Administrators and Ride Leaders erroneously interpreted backup documenta;on related to RBA's recommenda;on proposal as an aUempt to "dismantle SCA.” SCA “leadership” leveraged their Facebook group to direct members to "contact the BAC" to share their thoughts related to Social Cycling Aus;n's involvement with 5:30 CMATx. SCA Key Witness, Kim Vozar, and other members wasted BAC ;me by delivering misinforma;on, erroneous assump;ons, emo;on-based accusa;ons, and long-winded defenses against perceived threats for which there is no evidence. Social Cycling Aus;n Administrators, Ride Leaders, Moderators, and Members made hate mongering social media posts on their Facebook group page, on public personal social media posts, and verbally during the General Communica;on por;on of the 4/18/23 BAC mee;ng. Their false claims included the asser;on that RBA "did not want this document to get out, and they got scared when it did." They also made emo;on-based accusa;ons that Ride Bikes Aus;n co-founders were aUemp;ng to “dismantle”, bring “personal grudges,” bring “personal beefs”, and “drive a wedge” in the cycling community.” Social Cycling Aus;n Administrators, Ride Leaders, Moderators, and Members also spread misinforma;on claiming RBA organizers "failed to show up" when RBA organizers were informed by BAC staff they were not on the agenda in advance of the 4/18/23 mee;ng. SCA “leadership” has not corrected the misinforma;on on their group page and the original disparaging social media post is s;ll available as of 5/3/23. Reality with Ride Bikes Aus;n Ride Bikes Aus;n co-founders N.A. and R.O. have been on the receiving end of harassment from a select group of individuals in the Aus;n cycling community since May of 2021 when they were in the beginning stages of crea;ng Ride Bikes Aus;n (RBA). The harassment escalated at “Cri;cal Mass Aus;n #21 - 3/31/23” by becoming physical in addi;on to also targe;ng the extended RBA community. The extended RBA community includes Cri;cal Mass Aus;n (organized by RBA) that was rebooted and modernized in beginning with “Cri;cal Mass Aus;n #1 - 7/30/21” aber there were no CMA rides in Aus;n for over 6 years. RBA Leadership remained silent on past harassment because the aUacks were aimed at the cofounders. A boundary was crossed at the 3/31/23 event when the unexpected aUacks directed at the extended RBA community resulted in injury and distress. The incident created a sense of responsibility for RBA organizers and an opportunity for members of the community to rise to the call of ac;on in a renewed effort toward peaceful resolu;on. Proposing a Recommenda;on to the Bicycle Advisory Council is one of the posi;ve ini;a;ves RBA co-founders are seeking to establish peaceful resolu;on. RBA has zero control over the fact that the only iden;fiable perpetrators at the “Cri;cal Mass Aus;n #21 - 3/31/23” event were Social Cycling Aus;n Admins, Ride Leaders, Moderators, and Members. Kim Vozar’s Statements and Accusa;ons Followed by RBA Rebu0als I hate to see the Bicycle Advisory Committee brought into what is ultimately a years old personal grudge between Ride Bikes Austin’s organizers against specific members of Social Cycling Austin. Kim Vozar’s diatribe is based on emotions. She mentions personal grudges, personal beefs, and accuses Ride Bikes Austin of trying to “dismantle” SCA. Ironically, it is Kim Vozar that raised the topic of any type of grudge between groups to the council. But as their 22-page manifesto circulated this morning and may have reached your attention, I wanted to raise my voice should these issues surface for the council again. The document that Kim refers to as the “22-page manifesto” was a work in progress document that was used to create “Backup” documentation related to a draft proposal for a recommendation that is being put forward to the BAC for review. The threats and harassment RBA leadership perceives as directed at them are utterly manufactured. Kim Vozar is not a credible witness, is engaging in emotion-based accusations, and is not able to give an eye-witness account as she was not present at Critical Mass Austin #21 - 3/31/23. RBA leadership experienced the threats and harassment along with the 20+ regular Critical Mass Austin attendees that provided testimonies detailing the incidents they experienced and witnessed. 5:30 CMATx riders made public statements that corroborate the incidents described in the testimonies. The majority of SCA riders and likely most RBA riders have no idea that these two separate social ride groups even exist. RBA organizers find it difficult to believe that “the majority of SCA riders…have no idea” that RBA exists when Ride Bikes Austin has been the focus of dogpile, concern troll, and other disparaging public media posts that began in May of 2020. The posts were entertained and condoned in the public Social Cycling Austin group for over a year. While most have since been deleted, we have receipts for several. SCA finally did take some minor action that forced their Admins, Ride Leaders, and members to conduct their hate mongering on their personal pages instead. On 4/24/23, an SCA Admin used the cloak of anonymity, to direct that “What has been happening is unhealthy. Some involved are behaving, let’s say, less than optimally…Any posts to this group caught by moderators or reported by members that disparage the Ride Bikes Austin (RBA) group, or any other group will be removed, and the author will receive a warning at a minimum.” Kim Vozar is not a credible witness regarding how many RBA riders know that SCA exists, nor can she present the stats to support her false claim. Kim was removed from the Ride Bikes Austin Facebook group (5/22/22) after RBA organizers were made aware of Kim’s contributions to hate mongering harassment social media posts directed at Ride Bikes Austin. RBA leadership is unaware of any relationships Kim could have with RBA riders that would provide the insight she claims to possess regarding their awareness of other bike groups. RBA leadership can attest with 100% confidence that every single person who provided a testimony regarding Critical Mass Austin #21 understand SCA exists. Most of the individuals that provided testimony have ridden with SCA in the past but choose to ride with RBA for their own personal reasons. Additionally, some of the individuals that provided testimonies recognized SCA Admins, Ride Leaders, and members that joined the 3/31/23 event and referred to them by name in their testimonies. During the planned merging of the cr… uh, un-planned merging of the critical mass events mentioned in RBA’s document, SCA members expressed joy and delight that the two groups were able to relax, have fun, and even skate together at the end stop. Kim Vozar is not a credible witness and was not in attendance at Critical Mass Austin #21 as such there is no justification for her claim that the “merging” was unplanned. Social Cycling Austin Ride Leader/9-Year Member, 5:30 CMATx Organizer-Ride Leader/9-Year Member: Corina Oliva-Hansen, aka Zwinky Bell, publicly stated, “I’ll take responsibility for bringing the rides together...I feel I gave the people what they wanted. Most of the rules were followed and most of us partied, danced, and skated at the end. Some smiles were genuine, some were fake, and some smiles were upside down.” We are not surprised that the individuals that arrived with Social Cycling Austin expressed delight while they gloated at using our personal glow toys, taking advantage of the free-toborrow skates, and dancing to the DJ music that RBA co-founders provide for our community members. We know that despite their aversion for RBA organizers, those individuals want to join our events, trips, and parties…but they want to do it with no mutual respect and on their own terms. Most of our regular riders had already departed the ride due to the hostile environment and bad vibes that the Social Cycling Austin individuals brought with them that night. Here is a statement that the DJ offered in response to Corina Oliva-Hansen’s public request to attend a collaborative 4/29/23 event with RBA , At no point did RBA leadership express that SCA members were not welcome Kim Vozar is not a credible witness. RBA leadership was taken by surprise with the number of banned individuals who showed up and engaged in hostile behavior toward members of our community. We prioritized adjusting the route to reduce the negative impact that the Social Cycling Austin riders had on our safety. Upon arriving at the ending location, we were still in shock and made the decision not to address the banned individuals. We were still processing the barrage of attacks that occurred during the ride. We went into a preventative mode choosing to minimize the potential for additional contentious interactions that could have resulted in physical violence. Despite being in a state of shock, we did our best to present some kind of normalcy by engaging positively with the members of our community that hadn’t left yet. The following 11 individuals were all in attendance at Critical Mass Austin #21 3/31/23 despite being banned from RBA/CMA media accounts and events for over a year due to breaking our community norms which prohibit bullying and harassment. Key Witness Kim Vozar finally got one statement right when she admitted that “SCA social media” which consisted of Social Cycling Austin Admins, Ride Leaders, and Member made public statements regarding how much fun they had at Critical Mass Austin #21 - 3/31/23. In reference to the “merging” on 3/31/23, Jason Abels (one of RBA leadership’s most prolific harassers), made the public statement that it warms his “heart to know that our bike community is healing.” Jason is a Social Cycling Austin Admin/14-Year Member and 5:30 CMATx Organizer-Rider/14-Year Member. Angela Dion responded, “Yeah the way it was explained to me was SCA ‘chased RBA in circles so they couldn’t get away.’ Doesn't sound like healing.” Meanwhile, Ricardo El Rey Trevino publicly admitted that “rba did not want us there.” He also admitted that we “desperately wanted to shake [them].” He also stated that he found it “hilarious” when we encouraged the 5:30 CMATx group to proceed on their way to get them to stop following and harassing our group. Ricardo is the individual that presented in person at the 4/18/23 BAC meeting stating he is the “Sweep” for Social Cycling Austin and that (Social Cycling Austin Admin-Ride Leader/14-Year Member, 5:30 CMATx Rider/10-Year Member) Then RBA sunk time into drafting their document. For the second time in her diatribe, Kim Vozar made a factual statement. RBA leadership did dedicate time to evaluate and document the incidents leading up to and occurring at Critical Mass Austin #22 - 3/31/23. It takes time to gather proof and factual data. RBA co-founders intentionally spent extra time evaluating the incidents related to the 3/31/23 event to diminish the risk of risk of emotion-based assumptions and accusations. RBA co-founders were called to action when the harassment and attacks were no longer focused just on RBA leadership but also aimed at our community. Critical Mass was started as an idea years ago to encourage all of Austin's various social cycling groups to come together to ride across the city and is not owned by SCA or any one group but has been marketed in the last several months as RBA’s brainchild. Critical Mass was started in San Francisco in 1992 “by cyclists and activists who wanted to increase the visibility of bicyclists and reclaim public space by making social use of the streets on a regular basis.” To emphasize this again, the cyclists on the ride mentioned on RBA and their document would not come exclusively from SCA and are individual cyclists who heard of the event from anywhere on-line or in person, or in the other daily ride groups. Kim Vozar is not a credible or consistent witness. RBA leadership has never claimed that the joining cyclists came ‘exclusively from SCA.” However, the first four 5:30 CMATx rides listed three Social Cycling Austin Administrators and one Social Cycling Austin Ride Leader as hosts. The events are dated 7/29/22, 8/26/22, 9/30/22, and 10/28/22. The three SCA Admins that were listed as hosts are Kimberly Jarboe, Clarence Rivera, and Ricardo Trevino. The SCA Ride Leader that was listed as a host is Corina Oliva-Hansen (aka Zwinky Bell). Additionally, the 5:30 CMATx events are regularly promoted on the Social Cycling Austin Facebook page while Social Cycling Austin is identified as a collaborator on Instagram event invitation posts. Kim Vozar referenced Social Cycling Austin at least 5 times in her diatribe. RBA leadership can only attest to the presence of the previously mentioned 11 banned Social Cycling Austin Admins, Ride Leaders, and Members that created threats to public safety, engaged in harassment, and forced their vastly different culture norms on our group at Critical Mass Austin #22 – 3/31/23. RBA leadership had absolutely no control over the Social Cycling Austin Admins, Ride Leaders, and Member who engaged in deleterious behaviors leading up to and on the night of 3/31/23. When RBA mentioned CMATx and attempts to collect feedback they hope that people assign any bad behavior to SCA. Kim Vozar is not a credible witness and is engaging in emotion-based accusations. Kim has no way of knowing the hopes of RBA leadership. For the record, our hopes are that harassment from Social Cycling Admins, Ride Leaders, and Members just stops! Be clear, we did not attempt to collect feedback – we DID collect testimonies from individuals that were present at the event. These individuals expressed gratitude for the opportunity to decompress and share their testimonies in a supportive environment after experiencing or witnessing the barrage of attacks at Critical Mass Austin #21 - 3/31/23 In fact, the overlap between RBA and SCA riders is so non-existent since RBA doesn’t allow SCA members on their rides. Kim Vozar is not a credible witness and is again engaging in emotion-based accusations. RBA leadership has never stated that SCA members are not allowed on RBA rides. There are Social Cycling Austin Admins, Ride Leaders, Moderators, and Members that have been banned from RBA media accounts and events because they failed to comply with our community norms which prohibit bullying and harassment. We regularly assert that we are diverse, inclusive, and welcome all that come with a positive attitude and mutual respect for others. We cannot force any individual or Social Cycling Austin Admin, Ride Leader, or Member to present with mutual respect for others if they do not wish to do so. There are members of RBA that regularly ride with SCA and there are also members of SCA that regularly ride with RBA. Since the 3/31/23 event, we’ve received reports from riders that previously felt comfortable riding with both groups that they will no longer be riding with Social Cycling Austin. Their reasons included the barrage of attacks they experienced at the 3/31/23 event and exposure to the related vitriol in hate mongering social media posts created by SCA representatives. That I doubt anyone could recognize the 14-Year SCA members that document redacts unless it is the RBA leaders themselves. Key Witness Kim Vozar makes a valid request. RBA leadership concurs that it is important to create public awareness around the individuals that contributed to threats to public safety, harassment, and oppressive attempts to force the vastly different cultural norms of their group on ours. Additionally, RBA co-founder names and phone numbers have been released publicly multiple times by Social Cycling Austin Admins and Leaders over the last two years. RBA cofounders have also been tagged multiple times in dogpile and concern troll posts on multiple social media platforms. As such, the decision was made to share unredacted information related to harassment. Doxing is the act of publishing personal information like addresses, phone numbers, email addresses, and financial details without consent. We have not doxed anyone, but only presented information that is already publicly available to create an opportunity for positive peer pressure that we hope will end the harassment endured by RBA for over 2 years. The comments I've seen collected in their document reflect the opinions and experiences of an extremely small subset of riders that attend both rides. Key Witness Kim Vozar’s statement is irrelevant. It is up to the ride leaders, volunteers protecting the corners, and the dedicated sweep to maintain the route to keep everyone safe from cars often in full traffic but with that many riders it is impossible to keep an eye on every rider. If there are occasionally riders who have acted outside of the expected engagement with vehicles or pedestrians on a ride this is not a true reflection of the entire group or of the general experience in the multiple hours, they ride each event. RBA leadership has made no accusations that a select few provide a “true reflection of the entire group.” Social Cycling Austin leadership is complicit for allowing their Admins, Ride Leaders, Moderators and Members to actively engage in and promote online and in person harassment. If SCA was consistently engaging in promoting the dangerous activities that RBA says they are, the rides would be heavily policed and would have been shut down years ago. RBA co-founders have made no claims that “SCA was consistently engaging in promoting the dangerous activities.” We can say with 100% confidence that many Social Cycling Austin representatives engaged in dangerous activities while targeting RBA at several rides including Critical Mass Austin #21 - 3/31/23. These Social Cycling Austin representatives do not appear to engage in aggressive or hostile riding styles while riding with their own members. This is harassment, they are only engaging in creating threats to public safety when they come to RBA rides. I'm not sure if this is the first the BAC has heard of this conflict, but I can assure you RBA’s claims are based in a desire to use their personal beef to dismantle their Thursday night competition and not in fact which can be seen in stark contrast in which either groups rider..ridership utter confusion with these claims. Kim is the person that first delivered a report about her perceived conflict between RBA and SCA to the Bicycle Advisory Council. RBA leadership stands behind their recap of incidents that occurred at Critical Mass Austin #21 at the hands of Social Cycling Austin representatives. has full confidence in the accuracy of the 20+ testimonials and has the printed pdf copies of the related public statements made by Social Cycling Austin representatives. As a member of this and the broader cycling community for over 8 years, it is personally disheartening to see the solitary RBA leaders working to drive a wedge between Austin cyclists who have always wanted a reliable and fun environment to engage and practice group rides. There is no factual evidence that proves anyone has worked to create a wedge between Austin cyclists. If indeed the BAC intends to peel back the layers presented here, they will find one group dedicated to fabricating extreme claims to further their agenda and one who has consistently operated for many, many years as a receptive and welcoming group, who is extremely confused at to why they keep finding themselves at the end of RBA’s combative stick. Kim has no evidence that RBA co-founders have “fabricated extreme claims.” We were also shocked by the extreme nature of the harassment our community endured at Critical Mass Austin #21 – 3/31/23. However, there is no denying what occurred that night because we have over 20 testimonies that all corroborate the barrage of attacks that night. I request that if this comes across their plate again to take it in stride. This is a personal beef between members of these two cycling groups and it seems like they are trying to get uh SCA dismantled and that, that is completely inappropriate and not something that has any root in fact.
